Ron started his engineering and construction career in 1990 with an A.A.S. in Civil Engineering Technology from Delaware Technical and Community College.
While advancing in his career, he earned a B.A.S. in Engineering Technology from the University of Delaware in 1997. Mr. Sutton currently has over 33 years of experience in the civil engineering and construction fields. He has an extensive background in engineering design, construction management, permitting, and coordinating with regulatory agencies and is a licensed P.E. in DE, PA, and MD.

Scott P. Roberts
Sr. Project Manager
Scott started his engineering career in 1995 with a B.A.S. in Engineering Technology from the University of Delaware. Mr. Roberts currently has over 28 years of experience in the civil engineering and construction fields. He has an extensive background working with municipalities and regulatory agencies. Mr. Roberts is responsible for civil site and municipal engineering projects, construction management, contract administration, and construction review.

Joseph T. Wichess
Sr. Project Manager
Joseph brings to Civil Engineering Associates more than 27 years of experience in the position of Head Surveyor/Project Manager. He specializes in land boundary development, construction layout, lines, grade plans, ALTA/ASCM Surveys, and topographic survey renderings. Some projects that he has manned include minor and major subdivision layouts, small to medium commercial development, stormwater management, pond rehabilitation, and development of areas for recreational and extra-circular land use.
Joe currently manages 5 land surveyors (3 crews) , and 3 survey technicians and is heavily involved in the day-to-day construction stakeout while also providing seamless support to the engineering staff in house. Joe is very knowledgable of the New Castle, Kent, and Sussex County codes and regulations. Joe has worked 17 years for Civil Engineering Associates.
